A Second Chance Integration by Adult Literacy and Vocational Education

Basic information on the project: 

Duration February 2007 - August 2008
Aim Contribute to the integration of illiterate adults into Montenegrin society by providing elementary and vocational education.
Participants Young adults who cannot write and read (functional illiterates) and do not have any vocational education. As a matter of coincidence, most of the participants belong to the Roma population, but this is not a precondition for participation. About 50 per cent of the participants are women.
Method During the 18 months of the project, 75 illiterate young adults first get elementary education (reading, writing, basic mathematics, and other essential skills). The courses are organised in cooperation with local schools in the towns of Podgorica, Nikšić and Berane. In about four months, the participants achieve skills equivalent to four years of primary school. They receive the respective certificate by the Montenegrin school authorities.
In a second step, the participants learn a vocation they choose out of a range of simple vocations, in compliance with level 2 of the Montenegrin vocational classification.
In order to improve their employment chances and societal integration, there are additional offers such as driving licenses or extra computer skills.
In each course, assistant teachers with good contacts to the local community help create a favourable social setting, in order to ensure regular participation and public acceptance.
Long term beneficiaries Direct beneficiaries of the project are the 75 course participants. However, in the long term, a considerable impact is expected on their families and local communities as well. Moreover, as part of the project, a series of vocational education programmes will be developed, in cooperation with the VET Centre of Montenegro. These programmes will than be applicable for vocational training in general. Special emphazis will be laid in the final phase of the project to transfer the project's achievments to policy makers in Montenegro.
Consortium "A Second Chance" is a joint project of FSR and dvv international. FSR contributes with its specific experience in providing educational support to minority groups in Montenegro. dvv international provides expertise in adult education management and combined literacy & vocation teaching. Further assistance is provided by the VET Centre (Centar za stručno obrazovanie) and the Employment Agency (Zavod za zapošljavanje) of Montenegro.
Funding The project is funded by the 2007 Civil Society Development Programme of the European Agency for Reconstruction (EAR).
