Summary

Under social inclusion we understand a society which takes into consideration bonds of solidarity and mechanisms of social inclusion which need to be strengthened in order to facilitate for the individuals and groups living in poverty a dignified life.

Social inclusion is in fact a process which allows everyone effective participation in public life and also standard (prosperity), that is typical and recognizable for such society. Current process of stabilization and accession to European Union is recognized in Montenegro as a historical process which gives full attention to social dimension and social inclusion. In this context, Strategy for improvement of position of RAE population in Montenegro 2008-2012 is seen as a social inclusion strategy which is supposed to develop solutions in practice that will guarantee human dignity.

We remind that the countries which aspire to access EU should develop Joint Inclusion Memorandum with clear description of context of poverty and social exclusion, and should define priorities for action. Solving of problems which Roma and Egyptians face would demand measures with economic, educational, social and cultural elements, fight against racism and discrimination, public advocacy and constant monitoring. By adopting the Strategy for improvement of position of RAE population in Montenegro 2008-2012, Montenegro has become, as regards the policy towards Roma, a state which is able to implement clearly defined national framework.

The purpose of this publication is to raise public awareness and especially awareness of local structures regarding offi cial policies and effects of inclusion of Roma and Egyptians in Montenegro, and especially regarding the Strategy for improvement of position of RAE population as a relatively new national document.

Intention of our modest effort is to increase interest of local authorities and communities and to encourage them to create inclusive and affi rmative approaches towards Roma and Egyptian ethnic group.

Publication is intended to encourage refl ections about equal treatment and social inclusion of Roma and Egyptians and at the same time to off er suitable amount official and alternative data, appraisals and experiences regarding public policy, key areas of social and economic life and extent of exclusion. Several examples of positive practice have been presented which can contribute to improvement of capacities of public services and civil society actors, and provide all interested parties (public offi cials, investigators, journalists, students) with specifi c information necessary for further work, planning and action. Through this collection of reports we particularly want to encourage and promote systematic monitoring and implementation of freedoms (human) and rights guaranteed or comprehended in certain acts treating position of Roma and Egyptians by emphasizing the importance of practice and genuine implementation of diff erent laws, regulations, documents and policies.
